Development of an evaluation framework for sustainable mobility hubs in Montreal

With the rise of alternative modes of transportation to cars and the desire of several cities to rethink their urban mobility, sustainable mobility hubs are becoming an important lever for promoting intermodality, reducing dependence on cars, and improving quality of life in neighborhoods. In Montreal, the Sustainable Mobility Agency is planning the gradual rollout of these hubs and, at the same time, developing tools to support their planning, implementation, and evaluation.
This research project, carried out in collaboration with the Agency and as part of a master’s internship funded by Mitacs, aims to develop a framework for evaluating the impact of sustainable mobility hubs, taking into account mobility issues, the urban environment (built and natural), and the local socioeconomic fabric.
The work is structured around three areas: A review of indicators relating to services and infrastructure typical of a mobility hub (e.g., bike sharing, charging stations) based on scientific literature and best practices; The joint development of a set of indicators with the Agency’s team, based on the SMART approach (specific, measurable, achievable, realistic, time-bound); The development of an integrated evaluation framework based on the four classic pillars of program evaluation (relevance, effectiveness, efficiency, impact), combining data from various sources: planning documents, origin-destination surveys, field observations, etc.
This framework will enable the Agency to better tailor the design of hubs to local realities, with a view to maximizing their positive impact and supporting decision-making in later phases of deployment.
